Driving Test, Written?

Uhm, I live in California. I’m 16, and my mom wants me to drive. Due to the recession, there were budget cuts in my city, so they cut out the health and safety class that was supposed to give me a pink slip. So at this point, I don’t have a pink slip. What do I do?

My friend tells me I have to wait until I am 17 1/2 to take the written part of the test? Is that true? Or can I just study now and take it?

I read a lot of stories about this issue in California but did not find one thing about how this will affect you and your driving age requirements so the best thing that I can think of is to just call the DMV office and ask them……..
